From civil disobedience to networked whistleblowing: new perspectives on truth-telling in an age of crackdowns

The new article by Professors Kate Kenny and Iain Munro, published in The Conversation, examines how national security whistleblowers are reshaping contemporary forms of accountability in an era of intensified surveillance, political repression and weakened institutional protections. The authors analyse how individuals who disclose wrongdoing from within state institutions can no longer rely solely on traditional channels such as mainstream media, formal legal protections or internal reporting mechanisms. Instead, whistleblowing increasingly takes place through collective and networked forms of disclosure that connect activists, investigative journalists, digital security experts and civil society organisations.

These horizontal networks enable the secure circulation of information, coordinated protection strategies and transnational forms of public engagement, giving rise to what the authors describe as new models of distributed democratic practice.

The article further argues that in contexts where legal frameworks penalise truth-telling more severely than the abuses being exposed, whistleblowing increasingly resembles a form of civil disobedience aimed at defending the public interest and safeguarding democratic values.

Beyond legal reform, the authors emphasise the importance of strengthening broader ecosystems of support, including technological infrastructures, social legitimacy and organisational solidarity, to ensure meaningful protection for those who speak out.

In this sense, networked whistleblowing is not only a survival strategy, but also a key indicator of how accountability, transparency and democratic participation are being reconfigured in the digital age.
